For Cincinnati style chili it goes on top of the chili. If you are not familiar with that type of chili, you're missing out on not only a debated discussion of whether it even qualifies as chili (most call it more a chili sauce)
but also missing out on the absolute yumminess that it is! Please the fun of ordering a 3-way, 4-way or a 5-way! I made it for a church Chili event when I told my pastor it had cinnamon and chocolate it it
he started referring to it as "dessert chili" lol
